The site is allocated a certain amount of bandwidth it can use in a given period. If it exceeds it (too many attachments being downloaded by the users), it is temporarily taken offline.

Hey FORD, sorry for anything I've ever done to you. I've been under a lot of stress ever since coming in here. A lot of people jumping me, caused me to jump you.
