Starting in January, cell phone numbers are being made public to telemarketers. Yep, you're going to pay for telemarketers to call you for shit you don't need/want.

Correct, telemarketers a banned from calling cell phone numbers due to the costs incurred to the recipient. Just saw a piece on this hoax on the news last night.
