if two people say the exact same thing at two seperate times and in the end how can only one be called a liar if they turned out to be wrong?

i'm assuming this is about clinton and bush both saying iraq had WMD. (i get that you wanted to keep it a general question, lucky. but man, it could definitely be worded a bit more clearly...)
anyways, in keeping it general:
it depends on the differing circumstances and information available.
for instance: if person A, 4000 years ago said the earth was flat, they probably weren't lying. nor were they likely to be questioned by a lot of people.
yet, if i said the exact same thing today, at best, people would say that i was foolish/ignorant. at worst, i was a liar.
so, without knowing the facts/information about the specific example, i'd certainly have to go with trick question.
