Bush's backers are trying to explain away his slow reaction to Katrina by claiming that he was unaware of the potential for disaster. Yet here we have a letter to Bush from the Office of Homeland Security asking for a declaration of disaster even before the Hurricane had actually hit. Link to original document provided below:
