He is a hero that doesn't have any power just an ugly custome and is scare to dead on every enemy. But is valiant because no matter he is scare he at the end resolve the problem or capture the enemy.(sure, by pure casualty....but he do it)

Well, it really is a funny program from the 70's. Is a parody of those superheroes like Batman and superman.
He has no super power....just a costume and willingness to help
At the end he resolve the problems in the stuppidest way or in a way a common person will do it.
