Well David Lee Roth "The Best" came out in 1997 and the song in on there.

So after The 1996 fuck-Up I sure Dave was Pissed off by all of the bullshit and wrote this song about it.

it was purposely written for the Best Of release. So he wrote it pretty quick and on the fly. Thats all I know. I thought it was a good tune. A few references to "Jump", no crypted meanings though...
