The same guy does that at the beginning of the film "Jimi at Monterey". I want to say it was made in the 80s before that guy was well-known (still can't remember his name) and it starts with him being dressed as a bum walking the street. He stops at a brick wall with a bunch of trash (and open paint cans) and starts painting (with Jimi playing in the back round just like that one). After he was done the music stops and he slinks off, Really impressive if you've never seen that before.......
