AP Newsbreak: New medical marijuana policy issued

By DEVLIN BARRETT (AP) – 2 hours ago

WASHINGTON — The Obama administration will not seek to arrest medical marijuana users and suppliers as long as they conform to state laws, under new policy guidelines to be sent to federal prosecutors Monday.

Two Justice Department officials described the new policy to The Associated Press, saying prosecutors will be told it is not a good use of their time to arrest people who use or provide medical marijuana in strict compliance with state laws.

The new policy is a significant departure from the Bush administration, which insisted it would continue to enforce federal anti-pot laws regardless of state codes.

Fourteen states allow some use of marijuana for medical purposes: Alaska, California, Colorado, Hawaii, Maine, Maryland, Michigan, Montana, Nevada, New Mexico, Oregon, Rhode Island, Vermont and Washington.

California is unique among those for the widespread presence of dispensaries — businesses that sell marijuana and even advertise their services. Colorado also has several dispensaries, and Rhode Island and New Mexico are in the process of licensing providers, according to the Marijuana Policy Project, a group that promotes the decriminalization of marijuana use.

Attorney General Eric Holder said in March that he wanted federal law enforcement officials to pursue those who violate both federal and state law, but it has not been clear how that goal would be put into practice.

A three-page memo spelling out the policy is expected to be sent Monday to federal prosecutors in the 14 states, and also to top officials at the FBI and the Drug Enforcement Administration.

The memo, the officials said, emphasizes that prosecutors have wide discretion in choosing which cases to pursue, and says it is not a good use of federal manpower to prosecute those who are without a doubt in compliance with state law.

The officials spoke on condition of anonymity because they were not authorized to discuss the legal guidance before it is issued.

"This is a major step forward," said Bruce Mirken, communications director for the Marijuana Policy Project. "This change in policy moves the federal government dramatically toward respecting scientific and practical reality."

At the same time, the officials said, the government will still prosecute those who use medical marijuana as a cover for other illegal activity. The memo particularly warns that some suspects may hide old-fashioned drug dealing or other crimes behind a medical marijuana business.

In particular, the memo urges prosecutors to pursue marijuana cases which involve violence, the illegal use of firearms, selling pot to minors, money laundering or other crimes.

And while the policy memo describes a change in priorities away from prosecuting medical marijuana cases, it does not rule out the possibility that the federal government could still prosecute someone whose activities are allowed under state law.

The memo, officials said, is designed to give a sense of prosecutorial priorities to U.S. Attorneys in the states that allow medical marijuana. It notes that pot sales in the United States are the largest source of money for violent Mexican drug cartels, but adds that federal law enforcement agencies have limited resources.

Medical marijuana advocates have been anxious to see exactly how the administration would implement candidate Barack Obama's repeated promises to change the policy in situations in which state laws allow the use of medical marijuana.

Shortly after Obama took office, DEA agents raided four dispensaries in Los Angeles, prompting confusion about the government's plans.

Won't be long before it's decriminalized and taxed everywhere.

Funny how morals decline as more tax revenue is needed.

I don't consider it a "moral" issue, unless you want to debate the "morals" of wasting so much money prosecuting stoners, when (as you say) it has a much better potential to bring IN government revenue instead, if properly taxed and regulated.

Morals were never the reason for making it illegal in the first place, corporate profits were. The timber industry, the corporate brewers & distillers, the cotton industry, and our friends in big pharma (which wasn't even all that big in the 1930's compared to now) they conspired to get both industrial and recreational hemp banned.

I would argue that it's a far more "moral" choice to allow someone to use a plant as medicine than force them to rely on chemicals made by heartless corporations, which probably costs them more than the weed and has all the crappy side effects (as opposed to getting the munchies and falling asleep)

Biblically speaking, the word "sorcerer" as in the part where it says "those that shall not inherit" is translated from the Greek word "pharmakia" which means Poison.

So not only do you disqualify yourself in the next life by smoking dope, you are also poisoning yourself in this one. Good job, FORD!

Since when do Feds go after stoners? Usually they go after the suppliers, the growers and importers. Stoners are usually a State-level (local police) bust giving ridiculous fines to fund county judges and equipment for police cars.

Cannabis linked to Biblical healing

Many of the miracles concerned healing
Jesus Christ and his apostles may have used a cannabis-based anointing oil to help cure people with crippling diseases, it has been claimed.

Researchers in the United States say the oil used in the early days of the Christian church contained a cannabis extract called kaneh-bosem.

They suggest the extract, which is absorbed into the body when placed on the skin, could have helped cure people with a variety of physical and mental problems.

The medical use of cannabis during that time is supported by archaeological records

Chris Bennet
The author of the article, published in the US drugs magazine High Times, says his findings are based on a study of scriptural texts.

Wide use

The article does not question the validity of the miracles reported in the Bible but rather examines whether the early Christian Church may have made use of substances with an active medical effect.

It does not rule out the role played by blind faith in Christ.

Chris Bennett said cannabis was widely used at the time to heal the sick.

He said the ancient anointing oil contained high levels of cannabis extract.

"The holy anointing oil, as described in the original Hebrew version of the recipe in Exodus, contained over six pounds of keneh-bosum - a substance identified by respected etymology, linguists anthropologists, botanists and other researchers as cannabis extracted into about six quarts of olive oil along with a variety of other fragrant herbs.

"The ancient annointed ones were literally drenched in this potent mixture."

Miracles

Mr Bennett suggested the drug may have played a role in some healing miracles carried out by Jesus and his disciples.

He wrote: "In the ancient world, diseases such as epilepsy were attributed to demonic possession.

"To cure somebody of such an illness, even with the aid of certain herbs was considered exorcism or miraculous healing.

"Interestingly, cannabis has been shown to be effective in the treatment of not only epilepsy but many of the other ailments that Jesus and the disciples healed people of such as skin diseases, eye problems and menstrual problems."

Mr Bennett said the findings suggested that it was unchristian to persecute people who used cannabis.

"If cannabis was one of the main ingredients of the ancient Christian anointing oil, as history indicates, and receiving this oil is what made Jesus the Christ and his followers Christians, then persecuting those who use cannabis could be considered anti-Christ."

We Can Do It Again: Repealing Today's Failed Prohibition -- TAKE ACTION! Follow this link. (http://org2.democracyinaction.org/o/5663/t/4025/campaign.jsp?campaign_KEY=918)

December 2008 marked the 75th anniversary of the end of alcohol prohibition. You can help teach a lesson from history by asking your representatives to repeal today’s failed prohibition of drugs.

When America’s leaders repealed alcohol prohibition,it wasn't because they suddenly decided that liquor was safe and that everyone should drink. Rather, it was because they were tired of gangsters raking in rich illegal profits and terrorizing neighborhoods. And we simply could not afford to keep enforcing the failed prohibition during the Great Depression, our nation's worst economic crisis.

Today, America is in the grip of a new economic crisis, but we keep paying for an even more devastating prohibition, the "war on drugs."

If you're tired of paying for laws that only make our streets more dangerous, take one minute to let your federal and state elected officials know how you feel by adapting our pre-written letter below. We can do it again!

The over indulgence of anything is not good.
The sugars in most alcohol really screw with me.
I think if you are finding alcohol to be a trouble to your system, rather than popping chemical pills weed is a fine choice when used at low quantities and at appropriate times of the day.

You should only buy it from a reputable and legal source, to buy it any other way would be wrong, illegal and could be more trouble than it is worth.

This whole story is great news. Your mention of the vaporizor got me thinking about this quote:

the ancient anointing oil contained high levels of cannabis extract.

Number one, if this is true, the whole story of Jesus Christ is really just a bunch of stoners going around turning people on. That's hilarious!

Number two I want a couple pounds of this anointing oil...

Number 3 my buddy has a vap' and he kept all the old brown leftover weed. He made some potbutter with a big pile of it and he says it's the craziest shit ever and it almost makes him hallucinate when he eats it. Pretty much the anointing oil for the 21st century! Get a vap and make your own! Remember pot is not water soluble but is fat soluble hence the olive oil.

Wrong as usual, douchebag.......

You're WRONG!

"pharmacia" in the Greek, is the word translated into the New Testament English as "..sorcerers."

Pharmacia is actually the word "poison" because the ancient Greeks believed that in medicine, your illness was the result of an evil spirit, and that certain chemicals' properties were quite effective at "poisoning" the spirit of your malady.

We get the word "pharmacy" from that same ancient Greek word, too.

So, intoxication is actually the toxic state of tipping the body's balance of absorption, to the state of poisoning.

FORD is going to hell in joint form, proudly. Weirdly too as he claims to be a Seveth-Day Adventist who are recognized as supporting Protestant Christian doctrine.

Throwing out vague idiotic Order of Melchizedek cult ideology about how the ancient Hebrews got high on pot oils throws your whole salvation in question because if Christ were annointed with such bullshit dope-oil, he would become intoxicated and therefore invalidated.
