I did an advertising internship with Ogilvy and Mather and advertising is subject to diminishing returns. You can oversaturate and so what you get for your advertising dollar is not linear. There's a saturation curve. Plus, many of the voters are onto the corporate corruption behind the politicians so they may be running ads to an audience who will not be influenced. Once the consumer has an entrenched opinion, it's very difficult to change that. So unlimited advertising expenditure has it's drawbacks and actually could backfire.
