Last time I read the US Constitution each state got two senators and the states got congressmen based on their population. The House of Representatives is in charge of budgets and the money. Not the Senate. All 50 states are to be represented in this process by their elected representatives. I don't remember seeing anything about a Super Congress with special powers.
