Anyone with half a brain is going to be able to comprehend that a) There is no way to predict the future, and b) even if they did say the Stimulus program was DESIGNED to lower unemployment, there is no way they could have predicted an exact unemployment figure at an exact moment in the future. Small businesses create jobs, and the regular citizens of the US create jobs, and they probably create between 80 - 85 percent of jobs. The uber wealthy and majority corporations don't create the majority of jobs. That's why the war on the middle class by the right wing and those who want more control has worked and why there are less jobs out there but more money than ever at the top of the chain.
