As long as there is money to make the city payroll and pay the overhead, the average city can run a couple years without a mayor. The people who maintain the streets and sewers will do their jobs. The garbage will bet collected. I mean who really runs the city are the worker ants. You likely aren't going to miss the mayor if he/she disappeared but if your garbage doesn't get picked up or you have no water to flush the toilet, you miss those services immediately. So the average Toronto garbage collector is more important than this guy.
