I would imagine that it's for the same reasons that foreign doctors coming to Canada have to do the same, unless they are from the USA, or a nation that is a member of the Commonwealth.
I should have stipulated I'm only talking about primary and secondary education. I don't know enough about their post-secondary system to be able to comment on it.

Any doctor from a foreign country has to do that. My dad's doctor was a practicing MD in China and when he moved to America, he had to go back to school all over again.

No, actually we are not trading with them. The anti-Castro Cuban lobby prevents us from selling our goods to Cuba as part of a stupid embargo.
The irony here is that if we actually did send our goods to the 'Socialist Paradise,' Castro's regime would collapse like East Germany's did the minute it was not propped up by the Russians.
They don't know how much fun capitalism really is. But then again, it seems like we NEED Castro as a bogeyman, and to cause a destabilization by dying so we can sweep in and dominate the country when it is in turmoil as opposed to a Cuba that maintains independence by a gradual transitioning to democracy.

Cuban cigars are highly illegal (and much coveted). The wheat you are talking about being traded, and you are right, was a highly controversial deal I believe (if past events are indicative). But it was politically justified as food probably, but we do not send Cuba any consumer goods. Have you seen the cars they drive? It's like a scene from GREASE or HAPPY DAYS for Christ's sakes!

Castro could have been a US ally, but the BCE slammed the door in his face. Kruschev seized the opportunity to get his foot in the door of the Western Hemisphere - which of course boosted the Cold War - and by extention the military industrial complex, so it was a win-win for the corporatists either way.
That is true. Cuba is much like Vietnam in that sense.
Cuban cigars aren't that great. I don't see what the big fuss is about them. And I really don't understand how anyone could call Cuba a fine country without admitting they are an admirer of Communism.

But if you do so in the name of a US funded organisation then you go to jail and that´s OK with me. I mean US administrations have supported torrorist actions against Cuban civilians in the past, as well as attempts to assassinate Cuba´s leaders.
I doubt American´s "Freedom of Speech" is so free that they could accept funding by Al Qaeda unpunished!

Ever consider that Cubans could be "escaping" Cuba for the same reasons Mexicans are "escaping" Mexico, Guatemalans are "escaping" Guatemala etc. etc. etc.??
