True, but Germany didn't fail in 3 (and counting) finals before getting that 1st star.

If you count purely failed finals, then yes Germany are 1 ahead. However if you count failed finals without the return of any stars, then Holland are the in the record holders. Couple more, and they have as many fails as Brazil have stars.
