Well, to be fair, CLINTON was ordering the bombing of Iraq every month if not more often... And he did keep in place sanctions which indirectly caused a great deal of misery to the Iraqi people, but prevented the Iraqi Army from being an offensive threat to those around them...

My whole point is that the Clinton administration supported NATO in their fight against Milo. When he was finally brought down everyone hailed it as a victory towards democracy. It took some time, but it finally transpired.
In Iraqi you have the same the situation where the people themselves welcomed the topple of their dictatorship. As always their is opposition and continual support from loyalists who do not want change of power.
