Well, anybody can write Broadway rock that sounds like Bat Out of Hell...Christ, I can write Steinmann as well as he can. It doesn't take much, just a sonic bombardment, really...a lot of musicians do it today...Jon Oliva Inc. and Andrew W.K. leap to mind immediately, and there's a hundred others at a minimum...
Technically, Steinmann doesn't have to be involved with the album, per se - most of Meat's not Steinmann stuff has been fairly good, anyway, IMO.
If it goes #1, Jim'll probably regret his decision...but honestly, I really don't think it's going to in this day and age.
Again, I said the same thing about Bat Out of Hell II a month before it's release and was I ever wrong...

Between all of those, he's recorded Dead Ringer in '81, Midnight at the Lost and Found in '83, Bad Attitude in '84, Blind Before I Stop in '86, Live at Wembley in '87, Welcome to the Neighborhood in '96, Live Around the World in '96, The Very Best Of in '98 (I count that because of the new material on it), VH1 Storytellers in '99, and Couldn't Have Said it Better in '03.
With a break between '77 and '81, Meat Loaf's been making music almost consistantly since 1977 and the "Bat Out of Hell" series of titles is just something he revisits every 13-15 years or so.
He's done plenty of non Bat Out of Hell albums over the years, actually. Mostly it's people who really aren't too familiar with his music that think the Bat Out of Hell series is all he does...
