    Army Warns Rumsfeld It's Billions Short
    An extraordinary action by the chief of staff sends a message: The Pentagon must increase the budget or reduce commitments in Iraq and elsewhere.

    WASHINGTON — The Army's top officer withheld a required 2008 budget plan from Pentagon leaders last month after protesting to Defense Secretary Donald H. Rumsfeld that the service could not maintain its current level of activity in Iraq plus its other global commitments without billions in additional funding.

    The decision by Gen. Peter J. Schoomaker, the Army's chief of staff, is believed to be unprecedented and signals a widespread belief within the Army that in the absence of significant troop withdrawals from Iraq, funding assumptions must be completely reworked, say current and former Pentagon officials.

    "This is unusual, but hell, we're in unusual times," said a senior Pentagon official involved in the budget discussions.

    Schoomaker failed to submit the budget plan by an Aug. 15 deadline. The protest followed a series of cuts in the service's funding requests by both the White House and Congress over the last four months.

    According to a senior Army official involved in budget talks, Schoomaker is now seeking $138.8 billion in 2008, nearly $25 billion above budget limits originally set by Rumsfeld. The Army's budget this year is $98.2 billion, making Schoomaker's request a 41% increase over current levels.

    "It's incredibly huge," said the Army official, who, like others, spoke on condition of anonymity when commenting on internal deliberations. "These are just incredible numbers."

    Most funding for the fighting in Iraq has come from annual emergency spending bills, with the regular defense budget going to normal personnel, procurement and operational expenses, such as salaries and new weapons systems.

    About $400 billion has been appropriated for the Iraq and Afghanistan wars through emergency funding measures since Sept. 11, 2001, with the money divided among military branches and government agencies.

    But in recent budget negotiations, Army officials argued that the service's expanding global role in the U.S.-declared war on terrorism — outlined in strategic plans issued this year — as well as fast-growing personnel and equipment costs tied to the Iraq war, have put intense pressure on its normal budget.

    "It's kind of like the old rancher saying: 'I'm going to size the herd to the amount of hay that I have,' " said Lt. Gen. Jerry L. Sinn, the Army's top budget official. "[Schoomaker] can't size the herd to the size of the amount of hay that he has because he's got to maintain the herd to meet the current operating environment."

    The Army, with an active-duty force of 504,000, has been stretched by the Iraq and Afghanistan wars. About 400,000 have done at least one tour of combat duty, and more than a third of those have been deployed twice. Commanders have increasingly complained of the strain, saying last week that sustaining current levels will require more help from the National Guard and Reserve or an increase in the active-duty force.

    Schoomaker first raised alarms with Marine Gen. Peter Pace, chairman of the Joint Chiefs of Staff, in June after he received new Army budget outlines from Rumsfeld's office. Those outlines called for an Army budget of about $114 billion, a $2-billion cut from previous guidelines. The cuts would grow to $7 billion a year after six years, the senior Army official said.

    After Schoomaker confronted Rumsfeld with the Army's own estimates for maintaining the current size and commitments — and the steps that would have to be taken to meet the lower figure, which included cutting four combat brigades and an entire division headquarters unit — Rumsfeld agreed to set up a task force to investigate Army funding.

    Although no formal notification is required, Army Secretary Francis J. Harvey, who has backed Schoomaker in his push for additional funding, wrote to Rumsfeld early last month to inform him that the Army would miss the Aug. 15 deadline for its budget plan. Harvey said the delay in submitting the plan, formally called a Program Objective Memorandum, was the result of the extended review by the task force.

    The study group — which included three-star officers from the Army and Rumsfeld's office — has since agreed with the Army's initial assessment. Officials say negotiations have moved to higher levels of the Bush administration, involving top aides to Rumsfeld and White House Budget Director Rob Portman.

    "Now the discussion is: Where are we going to go? Do we lower our strategy or do we raise our resources?" said the senior Pentagon official. "That's where we're at."

    Pressure on the Army budget has been growing since late May, when the House and Senate appropriations committees proposed defense spending for 2007 of $4 billion to $9 billion below the White House's original request.

    Funding was further complicated this summer, when rising sectarian violence in Baghdad forced the Pentagon to shelve plans to gradually reduce troops in Iraq.

    Because of those pressures, the Army in July announced it was freezing civilian hiring and new weapons contract awards and was scaling back on personnel travel restrictions, among other cost cuts.

    Schoomaker has been vocal in recent months about a need to expand war funding legislation to pay for repair of hundreds of tanks and armored fighting vehicles after heavy use in Iraq.

    He has told congressional appropriators that he will need $17.1 billion next year for repairs, nearly double this year's appropriation — and more than quadruple the cost two years ago. According to an Army budget document obtained by The Times, Army officials are planning repair requests of $13 billion in 2008 and $13.5 billion in 2009.

    In recent weeks, however, Schoomaker has become more publicly emphatic about budget shortfalls, saying funding is not enough to pay for Army commitments to the Iraq war and the global strategy outlined by the Pentagon.

    "There's no sense in us submitting a budget that we can't execute, a broken budget," Schoomaker said in a recent Washington address.

    Military budget expert Steven M. Kosiak of the Center for Strategic and Budgetary Assessments, an independent Washington think tank, said that despite widespread recognition that the Army should be getting more resources because of war-related costs, its share of the Defense Department budget has been largely unchanged since the 2003 invasion.

    However, a good portion of the new money the Army seeks is not directly tied to the war, Kosiak cautioned, but rather to new weapons it wants — particularly the $200-billion Future Combat System, a family of armored vehicles that is eventually to replace nearly every tank and transporter the Army has.

    "This isn't a problem one can totally pass off on current military operations," Kosiak said. "The FCS program is very ambitious — some would say overly ambitious."

    Even with Rumsfeld's backing, any request for an increase could force a conflict with the White House Office of Management and Budget, which has repeatedly pushed the Pentagon to restrain its annual budget submission.

    "Year after year there were attempts to raise the ceiling, but year after year OMB has refused," said a former Pentagon official familiar with the debate. "The difference this year is the Army has said that if a raise in the ceiling isn't going to be considered, they won't even play the game."

    Added the senior Army official: "If you're Rob Portman advising the president of the United States and duking it out with the [secretary of Defense], it's a pretty sporting little event."

    Army officials said that Schoomaker's failure to file his 2008 Program Objective Memorandum was not intended as a rebuke to Rumsfeld, and that the Defense secretary had backed Schoomaker since the chief of staff raised the issue with him directly.

    Still, some Army officials said Schoomaker expressed concern about recent White House budget moves, such as the decision in May to use $1.9 billion out of the most recent emergency spending bill for border security, including deployment of 6,000 National Guard troops at the Mexican border.

    Army officials said $1.2 billion of that money came out of funds originally intended for Army war expenses.

    "The president has got to take care of his border mission; he needs to find a source of funds so he can play a zero-sum game — he takes it out of defense," the senior Army official said. "But when he takes it out of defense, the lion's share is coming out of the outfit that's really in extremis in the current operating environment in the war."

    Rumsfeld has not set a new deadline for the Army to submit its budget plan. The Army official said staffers thought they could submit a revised plan by November, in time for President Bush to unveil his 2008 budget early next year.

    WASHINGTON - Retired military officers on Monday are expected to bluntly accuse Defense Secretary Donald H. Rumsfeld of bungling the war in
    Iraq, saying U.S. troops were sent to fight without the best equipment and that critical facts were hidden from the public.


    "I believe that Secretary Rumsfeld and others in the administration did not tell the American people the truth for fear of losing support for the war in Iraq," retired Maj. Gen. John R. S. Batiste said in remarks prepared for a hearing by the Senate Democratic Policy Committee.

    A second witness, retired Maj. Gen. Paul Eaton, is expected to assess Rumsfeld as "incompetent strategically, operationally and tactically ...."

    "Mr. Rumsfeld and his immediate team must be replaced or we will see two more years of extraordinarily bad decision-making," said his testimony prepared for the hearing, to be held six weeks before the Nov. 7 midterm elections in which the war is a central issue.

    The conflict, now in its fourth year, has claimed the lives of more than 2,600 American troops and cost more than $300 billion.

    Sen. Byron Dorgan (news, bio, voting record), D-N.D., the committee chairman, told reporters last week that he hoped the hearing would shed light on the planning and conduct of the war. He said majority Republicans had failed to conduct hearings on the issue, adding, "if they won't ... we will."

    Since he spoke, a government-produced National Intelligence Estimate became public that concluded the war has helped create a new generation of Islamic radicalism and that the overall terrorist threat has grown since the attacks of Sept. 11, 2001.

    Several members of the Senate Democratic leadership were expected to participate in the hearing. Dorgan said Republican lawmakers had been invited.

    Even before the session convened, Republicans counter-attacked.

    "Today's stunt may rile up the liberal base, but it won't kill a single terrorist or prevent a single attack," Sen. Mitch McConnell (news, bio, voting record), R-Ky., said in a statement. He called Rumsfeld an "excellent secretary of defense."

    It is unusual for retired military officers to criticize the
    Pentagon while military operations are under way, particularly at a public event likely to draw widespread media attention.

    But Batiste, Eaton and retired Col. Paul X. Hammes were unsparing in remarks that suggested deep anger at the way the military had been treated. All three served in Iraq, and Batiste also was senior military assistant to then-Deputy Secretary of Defense Paul Wolfowitz.

    Batiste, who commanded the Army's 1st Infantry Division in Iraq, also blamed Congress for failing to ask "the tough questions."

    He said Rumsfeld at one point threatened to fire the next person who mentioned the need for a postwar plan in Iraq.

    Batiste said if full consideration had been given to the requirements for war, it's likely the U.S. would have kept its focus on
    Afghanistan, "not fueled Islamic fundamentalism across the globe, and not created more enemies than there were insurgents."

    Hammes said in his prepared remarks that not providing the best equipment was a "serious moral failure on the part of our leadership."

    The United States "did not ask our soldiers to invade France in 1944 with the same armor they trained on in 1941. Why are we asking our soldiers and Marines to use the same armor we found was insufficient in 2003," he asked.

    Hammes was responsible for establishing bases for the Iraqi armed forces. He served in Iraq in 2004 and is now Marine Senior Military Fellow at the Institute for National Security Studies, National Defense University.

    Eaton was responsible for training the Iraqi military and later for rebuilding the Iraqi police force.

    He said planning for the postwar period was "amateurish at best, incompetent a better descriptor."

    Public opinion polls show widespread dissatisfaction with the way the Bush administration has conducted the war in Iraq, but division about how quickly to withdraw U.S. troops. Democrats hope to tap into the anger in November, without being damaged by Republican charges they favor a policy of "cut and run."

    By coincidence, the hearing came a day after public disclosure of the National Intelligence Estimate. The report was completed in April and represented a consensus view of the 16 disparate spy services inside government, according to an intelligence official.

    USA: Maj. General John Batiste’s testimony before Sen. Democratic Policy Committee

    My name is John Batiste. I left the military on principle on November 1, 2005, after more than 31 years of service. I walked away from promotion and a promising future serving our country. I hung up my uniform because I came to the gut-wrenching realization that I could do more good for my soldiers and their families out of uniform. I am a West Point graduate, the son and son-in-law of veteran career soldiers, a two-time combat veteran with extensive service in Bosnia, Kosovo, and Iraq, and a life-long Republican. Bottom line, our nation is in peril, our Department of Defense’s leadership is extraordinarily bad, and our Congress is only today, more than five years into this war, beginning to exercise its oversight responsibilities. This is all about accountability and setting our nation on the path to victory. There is no substitute for victory and I believe we must complete what we started in Iraq and Afghanistan.

    Donald Rumsfeld is not a competent wartime leader. He knows everything, except “how to win.” He surrounds himself with like-minded and compliant subordinates who do not grasp the importance of the principles of war, the complexities of Iraq, or the human dimension of warfare. Secretary Rumsfeld ignored 12 years of U.S. Central Command deliberate planning and strategy, dismissed honest dissent, and browbeat subordinates to build “his plan,” which did not address the hard work to crush the insurgency, secure a post-Saddam Iraq, build the peace, and set Iraq up for self-reliance. He refused to acknowledge and even ignored the potential for the insurgency, which was an absolute certainty. Bottom line, his plan allowed the insurgency to take root and metastasize to where it is today. Our great military lost a critical window of opportunity to secure Iraq because of inadequate troop levels and capability required to impose security, crush a budding insurgency, and set the conditions for the rule of law in Iraq. We were undermanned from the beginning, lost an early opportunity to secure the country, and have yet to regain the initiative. To compensate for the shortage of troops, commanders are routinely forced to manage shortages and shift coalition and Iraqi security forces from one contentious area to another in places like Baghdad, An Najaf, Tal Afar, Samarra, Ramadi, Fallujah, and many others. This shifting of forces is generally successful in the short term, but the minute a mission is complete and troops are redeployed back to the region where they came from, insurgents reoccupy the vacuum and the cycle repeats itself. Troops returning to familiar territory find themselves fighting to reoccupy ground which was once secure. We are all witnessing this in Baghdad and the Al Anbar Province today. I am reminded of the myth of Sisyphus. This is no way to fight a counter-insurgency. Secretary Rumsfeld’s plan did not set our military up for success.

    Secretary Rumsfeld’s dismal strategic decisions resulted in the unnecessary deaths of American servicemen and women, our allies, and the good people of Iraq. He was responsible for America and her allies going to war with the wrong plan and a strategy that did not address the realities of fighting an insurgency. He violated fundamental principles of war, dismissed deliberate military planning, ignored the hard work to build the peace after the fall of Saddam Hussein, set the conditions for Abu Ghraib and other atrocities that further ignited the insurgency, disbanded Iraqi security force institutions when we needed them most, constrained our commanders with an overly restrictive de-Ba’athification policy, and failed to seriously resource the training and equipping of the Iraqi security forces as our main effort. He does not comprehend the human dimension of warfare. The mission in Iraq is all about breaking the cycle of violence and the hard work to change attitudes and give the Iraqi people alternatives to the insurgency. You cannot do this with precision bombs from 30,000 feet. This is tough, dangerous, and very personal work. Numbers of boots on the ground and hard-won relationships matter. What should have been a deliberate victory is now an uncertain and protracted challenge.

    Secretary Rumsfeld built his team by systematically removing dissension. America went to war with “his plan” and to say that he listens to his generals is disingenuous. We are fighting with his strategy. He reduced force levels to unacceptable levels, micromanaged the war, and caused delays in the approval of troop requirements and the deployment process, which tied the hands of commanders while our troops were in contact with the enemy. At critical junctures, commanders were forced to focus on managing shortages rather than leading, planning, and anticipating opportunity. Through all of this, our Congressional oversight committees were all but silent and not asking the tough questions, as was done routinely during both World Wars, Korea, and Vietnam. Our Congress shares responsibility for what is and is not happening in Iraq and Afghanistan.

    Our nation’s treasure in blood and dollars continues to be squandered under Secretary Rumsfeld’s leadership. Losing one American life due to incompetent war planning and preparation is absolutely unacceptable. The work to remove Saddam Hussein and his regime was a challenge, but it pales in comparison to the hard work required to build the peace. The detailed deliberate planning to finish the job in Iraq was not considered as Secretary Rumsfeld forbade military planners from developing plans for securing a post-war Iraq. At one point, he threatened to fire the next person who talked about the need for a post-war plan. Our country and incredible military were not set up for success.

    Our country has yet to mobilize for a protracted, long war. I believe that Secretary Rumsfeld and others in the Administration did not tell the American people the truth for fear of losing support for the war in Iraq. Secretary Rumsfeld failed to address the full range of requirements for this effort, and the result is one percent of the population shouldering the burdens, continued hemorrhaging of our national treasure in terms of blood and dollars, an Army and Marine Corps that will require tens of billions of dollars to reset after we withdraw from Iraq, the majority of our National Guard brigades no longer combat-ready, a Veterans Administration which is underfunded by over $3 billion, and America arguably less safe now than it was on September 11, 2001. If we had seriously laid out and considered the full range of requirements for the war in Iraq, we would likely have taken a different course of action that would have maintained a clear focus on our main effort in Afghanistan, not fueled Islamic fundamentalism across the globe, and not created more enemies than there were insurgents.

    What do we do now? We are where we are, plagued by the mistakes of the past. Thankfully, we are Americans and with the right leadership, we can do anything. First, the American people need to take charge through their elected officials. Secretary Rumsfeld and the Administration are fighting a war in secret that threatens our democratic values. This needs to stop right now, today. Second, we must replace Secretary Rumsfeld and his entire inner circle. We deserve leaders whose judgment and instinct we can all trust. Third, we must mobilize our country for a protracted challenge, which must include conveying the “what, why, and how long” to every American, rationing to finance the totality of what we are doing, and gearing up our industrial base in a serious manner. Mortgaging our future at the rate of $1.5 billion a week and financing our great Army and Marine Corps with supplemental legislation must stop. Americans will rally behind this important cause when the rationale is properly laid out. Fourth, we must rethink our Iraq strategy. “More of the same” is not a strategy, nor is it working. This new strategy must include serious consideration of federalizing the country, other forms of Iraqi national conscription and incentives to modify behavior, and a clear focus on training and equipping the Iraqi security forces as “America’s main effort.” Fifth, we must fix our inter-agency process to completely engage and synchronize all elements of America’s national power. Unity of effort is fundamental and we need one person in charge in Iraq who pulls the levers with all U.S. Government agencies responding with 110 percent effort. Finally, we need to get serious about mending our relationships with allies and getting closer to our friends and enemies. America can not go this alone. All of this is possible, but we need leadership and responsible Congressional oversight to pull this off.

    I challenge the American people to get informed and speak out. Remember that the Congress represents and works for the people. Congressional oversight committees have been strangely silent for too long, and our elected officials must step up to their responsibilities or be replaced. This is not about partisan politics, but rather what is good for our country. Our November elections are crucial. Every American needs to understand the issues and cast his or her vote. I believe that one needs to vote for the candidate who understands the issues and who has the moral courage to do the harder right rather than the easier wrong. I for one will continue to speak out until there is accountability, until the American people establish momentum, and until our Congressional oversight committees kick into action. Victory in Iraq is fundamental and we cannot move forward until accountability is achieved. Thank you.
