    Illegal Alien kills two teens

    Loved ones remember teens killed in crash




    Tessa Tranchant's mother and Allison Kunhardt's father stand under a full moon in a circle of hundreds of young people. Colette Tranchant tells the crowd, "Tessa and Allie died together. They went to heaven together." The two girls were best friends, like sisters.

    At Mount Trashmore in Virginia Beach, tears create streams on teenagers faces. Every few feet across the grass dotted by candlelight, you can see people trembling. Occasionally, you can hear through the quiet of the night, boys and girls weeping. They grieve the loss of two young women, killed Friday in a suspected "driving under the influence" crash. Tessa's Kellam High School classmates and friends wrote in a large memory book.

    Amy May reads her inscription, "Tessa baby, you mean the world to me."

    "I don't know how to say goodbye. You're an angel now," writes Hillary Batten, another friend.

    David Kunhardt, Allison's father, declares the families will fight for changes to DUI laws. He wants to prevent those convicted of DUI - like Alfredo Ramos, the man driving the car that slammed into the girls - from having the opportunity to commit the same crime again.

    "Think of how many lives would be saved, not just in Virginia Beach, but across the country," Kunhardt says.

    Tessa Tranchant's older brother Dylan adds, "It takes a loss to learn this kind of lesson." He and his mother urge the teens not to drink and drive. They tell them to look out for one another. Colette suggests looking out for other drivers, "checking every mirror." And Dylan reminds them, "Tessa and Allie did nothing wrong."

    Suspect in accident that killed two teens convicted of DUI two months ago

    An illegal alien charged in connection with an acdcident that claimed the lives of two teenage girls was convicted of DUI two months ago in Chesapeake.

    The accident occurred late Friday night when Alfredo Ramos crashed into the back of a vehicle at a red light. The rear-ending killed teenagers Allison Kuhnhardt and Tessa Tranchant.

    10 On Your Side has learned that 22-year-old Alfredo Ramos was convicted in February on DUI charges from November 13, 2006.

    The arresting officer commented in his report that Ramos "almost ran him down".

    He was given a 90 day suspended sentence, fined $250, had his drivers' license suspended, and he ordered to participate in ASAP, an alcohol awareness program.

    Court documents also revealed that Ramos didn' t actually have a valid driver's license (he was caught with a fake one), had paid a Florida company $200 dollars for a "Mexican ID", and he blew a .14 BAC - almost twice the legal limit.

    Also, 10 On Your Side has learned that law-enforcement officials in Chesapeake never informed Immigration and Customs Enforcement about Ramos' residence status in the U.S. This contrasts with Virginia Beach, whose authorities notified ICE immediately after Ramos was arrested.

    Ramos, who speaks no English, remains in jail with no bond.

    UPDATE: The suspect in a DUI suspect that claimed the lives of two inseperable friends was arraigned Monday morning.

    Alfredo Ramos, 22, has been charged with two counts of aggravated involuntary manslaughter and is being held at the Virginia Beach City Jail with no bond.

    In court, Ramos admitted that he is in the country illegally, and was working at a Mexican restaurant in Virginia Beach.

    Ramos, who speaks no English, remains in jail with no bond.

    The accident happened when Ramos, driving a 1998 Mitsubishi, was traveling west bound at a high speed and slammed into the back of the other vehicle.

    Both occupants of the other car, which was at a standstill at a traffic light, were pronounced dead at the hospital. The driver was Allison E. Kuhnhardt, 17, and her passenger was Tessa C. Tranchant, 16.

    Father remembers daughter killed in car crash

    A father shared his grief on Sunday after losing his daughter in what police are calling a drunk driving accident.

    The accident occurred late Friday night when Alfredo Ramos crashed into the back of a vehicle at a red light. The rear-ending killed teenagers Allison Kuhnhardt and Tessa Tranchant.

    17-year-old Allison Kuhnhardt's father, David Kuhnhardt said, "Ally was the type of person that, when I had a bad day or a good day, didn't matter, because I knew when I was gonna see her, I would always end up laughing."

    David and Allison shared a father-daughter dinner every Wednesday night.

    "I never met any two people who were more connected, in terms of friendship," David said of Allison and Tessa.

    All weekend, friends of both teens have stopped by the site of the crash to drop off flowers, cards and to lean on each other for support. They said both girls were very well-liked and are going to be missed terribly.

    A candlelight vigil is being planned for later this week.

    Ramos was previously found guilty of a DUI, in November of 2006 in Chesapeake.

    Two teens killed in Virginia Beach crash

    Two cars collided late Friday night in Virginia Beach, killing two people and injuring one.

    The rear end crash occurred at the intersection of Virginia Beach Boulevard and Kings Grant Road shortly after 11 p.m.

    When police and emergency personnel arrived at the scene, two people were pinned in a 1994 Plymouth Duster and had to be extracted.

    The accident happened when the driver of a 1998 Mitsubishi was traveling west bound at a high speed and slammed into the back of the other vehicle.

    Both occupants of the Duster were pronounced dead at the hospital. The driver was Allison E. Kuhnhardt, 17, and her passenger was Tessa C. Tranchant, 16.

    Alfredo Ramos, 22, has been charged with two counts of aggravated involuntary manslaughter and is being held at the Virginia Beach city jail with no bond.

    It has been determined that both speed and alcohol were a factor in the incident.

    It's estimated that 25 people a day are killed, in the US, because of or by illegal immigrants.

      People, I don't give a damn what you're political leanings are or what party, if any, you claim to belong to.

      This illegal alien crap is getting out of hand.

      Yeah, I know, US citizens and legal aliens commit the same crimes as this one.

      However...

      This non-English-speaking knucklehead should never have had the chance to get behind the wheel to do this crime!!!

      Look, we had an amnesty back in the '80's. It didn't work...there are more illegals now than there ever were.

      I'm encouraging ALL Frontline regulars and visitors to support candidates that want to at least try to solve this problem. Support candidates that support the fining of companies that hire these people. We need to cut them off at the source...jobs.

        The issue here is a drunk driver. It makes no difference where the drunk driver was born, or how he got into this country, only that the son of a bitch got behind the wheel of a car when he was drunk, and killed two people.

        You want to use this thread to talk about tougher DUI laws, that's great. But this ain't an "illegal alien" issue.

                    ...While I agree this case in particular IS more about the need for tougher DUI laws, I can state as a California resident, the illegal immigration situation is completely out of hand, and something drastic needs to be done. Any illegal caught should be immediately deported, do not pass go. As for this Ramos guy, he should ROT for eternity...

                        The last amendment to the $30 billion homeland security bill approved Tuesday by House lawmakers would have denied federal money to so-called "sanctuary cities" that have passed ordinances freeing law-enforcement officials from reporting illegal immigrants.
                        After 90 minutes of debate, it failed to win approval but received 102 of 424 votes, all from Republicans who have espoused a hard line on punishing illegal immigrants.
                        "It is unbelievable that there could even be one 'no' vote," said Colorado Rep. Tom Tancredo, the Republican who introduced the amendment.
                        "It was simply a provision that required cities to enforce a federal law already on the books. This is the kind of thing that will become an issue at re-election time. I really don't know how anybody can defend that vote."
                        At stake was anti-terrorism funding for Seattle, Chicago, Houston and San Francisco, as well as smaller municipalities such as Portland, Ore., and Long Beach Calif. The cities do not require their police to report illegal immigrants to the Immigration and Naturalization Service, even when they are arrested or convicted of crimes.
                        Advocates of the ordinances say they are designed to ensure illegal immigrants can report crimes without fear of being handed over to federal authorities.
                        "Immigration is too sensitive an issue to be improvised on the floor of the House without lengthy discussion," said Rep. Lincoln Diaz-Balart, a Florida Republican and member of the Homeland Security Committee.
                        "And it appears that the majority of Congress feels that way," said Mr. Diaz-Balart, whose Miami district is among the most Hispanic in the country. "Just before passage of the homeland security bill was not the appropriate time to discuss this."
                        Angela Kelley, deputy director at the National Immigration Forum, which is an advocate for immigrants and refugees, said the amendment only would have added to police officers' responsibilities and endangered immigrant families.
                        "All that amendment would have done is place more immigrant families at risk," she said. "If police are made to become immigration agents, it will make it more difficult to catch illegal aliens who commit crimes."
                        The amendment "didn't fly" because a lot of cities would have been cut off from the anti-terrorism funding, said Rosemary Jenks, director of government relations for Numbers USA, which supports strict enforcement of illegal immigration.
                        She added that the amendment was simply making upholding federal law a requirement.
                        "It would make perfect sense for Congress to pass this amendment, since the law is already on the books," Miss Jenks said.
                        In February, officials from New York and Houston were chastised during a hearing on local sanctuary provisions by a House Judiciary subcommittee.
                        The hearing was prompted by the December rape of a woman in Queens. Four of the five men charged in the case were illegal immigrants and three had prior convictions that, in keeping with federal law, would have allowed their deportation.
                        As a result of the crime, New York repealed its sanctuary resolution, which had been in place since 1989.

                              Sanctuary Cities: What are they?

                              Despite a federal law that requires local governments to cooperate with Department of Homeland Security's Immigration and Customs Enforcement (ICE) Agency, many large urban cities (and some small) have adopted so-called "sanctuary policies." Generally, sanctuary policies instruct city employees not to notify the federal government of the presence of illegal aliens living in their communities. The policies also end the distinction between legal and illegal immigration -- so illegal aliens often benefit from city services too.

                              The justification of creating sanctuary cities is often under the guise of protecting "immigrant rights." But illegal aliens are not immigrants -- immigrants come to the US legally, and maintain their legal presence. When a person is illegally smuggled into the US or knowingly violates their visa restrictions -- he/she is not an immigrant or visitor, but an illegal alien subject to deportation. The real reason behind sanctuary policies are public officials bowing to political pressure from the open-border lobby -- and/or an attempt to pander for votes at election time.

                              The bottom-line is that US cities with sanctuary policies provide safe havens for illegal aliens and/or terrorists in America. These policies allow criminal aliens to avoid deportation because they prevent local police from reporting foreign criminals to ICE.

Police officers have been told not to stop any Hispanic for minor traffic violations, because they have a good chance of being illegal and it is a waste of time.
