Any thing under an ounce in California is an infraction .
From an ounce to 75 grams is a misdeamenor.
Over that is a felony.
Not sure what you mean with your West Hollywood comment but
they have their own police force and answer to their city council.
They have decided to ask their officers not to cite people for
simple possesion.
The sherrif's dept does have juridiction everywere in the county
but generally if a city has it's own force such as LAPD or Burbank PD
the Sheriiff lets them handle their local area.
In areas Of the county who contract with the Sheriffs dept instead of
a local dept. The Sheriff's dept. takes care of local police business.
