Dude, we all know you're not exactly bright, but what THAT shit means, is that no proof is required to arrest you.

You CAN be arrested based on a suspicion, if there is ANY slight possibility of you infringing the law.

Such as buying a DVD. You're probably gonna make copies to sell.
