Probably because all they had them on were old open container charges. What part of "victims claim the brothers were not involved" is so hard to understand?

They didn't live in the house, and it's been reported that if there were visitors to the home they were kept away from the attic, basement, and garage. This morning they said the girls were tied/chained up in the attic and behind a locked door when there were guests at the home.
