Incidentally, while I think Trans Canada are a bunch of scummy free speech stifling cunts for this if it is all true - I do not think the pipeline would necessarily be "toxic". One of the issues with the oil being transferred through the pipeline is that a lot of it would just go abroad and there really isn't much net economic benefit for the U.S. for hosting such a risky pipeline...

Tar sands oil pipelines are not safe. Keystone 1 has already leaked 14 times
since it started operating in June 2010.(i) Each of those spills creates a real and
present public health threat and some are true environmental catastrophes. One
of those 14 spills dumped 21,000 gallons of tar sands crude. In summer 2010,
another tar sands pipeline in Michigan spilled 800,000 gallons in the Kalamazoo
River impacting water supplies for 40 miles downstream.(ii) And pipeline failures
are not detected by pipeline operators, and the heavy, sticky, highly corrosive
and toxic crude oil is nearly impossible to clean up.
Raw tar sands bitumen is more corrosive and abrasive than normal crude oil, the
risk of a spill is greater. The Alberta pipeline system (which carries diluted
bitumen, the same product planned for KXL) has had approximately sixteen
times as many spills due to internal corrosion as the U.S. system.(iii) Yet, the
safety and spill response standards used by the United States to regulate
pipeline transport of bitumen are designed for conventional oil. To make matters
worse, the industry doesn’t know how to clean up this product after a spill-its
unique composition means that traditional clean-up techniques don’t work (for
example, unlike regular oil, diluted bitumen sinks in water).
It takes two tons of tar sands-strip-mined or drilled from the forest floor – to
produce a single barrel of bitumen:, a low-grade, high-sulfur crude oil that must
be extensively refined to be turned into
fuel.(iv) Producing bitumen generates
three times the carbon pollution of producing conventional North American crude
oil. And the additional refining required to turn tar sands into fuel only makes
matters worse.
In addition to creating 3-5 times more global warming pollution, tar sands oil
production requires 2-5 barrels of water for each barrel of bitumen extracted, and
has contaminated waterways so that communities downstream are seeing
unusually high rates of cancer.(v)
Tar sands are a soil mixture that contains 10% of a tar-like substance called
bitumen that can be converted to oil. To create one barrel of oil from surface
mining requires mining two tons of soil!(vi)
Tar sands mining is extremely energy and water intensive. Current mining
operations use enough natural gas to heat 3 million Canadian homes. The
mining process creates enormous volumes of toxic wastewater that is stored in
toxic “ponds”. Individual wastewater ponds are so large they can be seen from
space.(vii)
A Co-operative Bank study found that, “even if all other carbon dioxide emissions
stopped, fully exploiting the tar sands would still tip the world into catastrophic
climate change by raising global temperat
ures more than 2C above pre-industrial
levels.(viii)

It is going west now...through rail and truck...far more harsh on the environment.
Right now BC's PM is playing the enviro card when in reality she is looking for a cut of the profit....but at the same time she is OK with fracking in BC.
