Maybe Outta Space, because it rocks like typical old school VH and the lyrics Counter Blast were during that time period, aka DLR Band. Another tune that I thought sounded like it could be from 2000 is You And Your Blues because of Edwards guitar and also the backing vocals sound exactly like something MA would have done. I don't know, thoughts?
My guess would be that Blood & Fire and Chinatown are from '00. At least the vocal tracks. I think Dave's voice sounds less aged on both of them, especially Blood. The bridge, however (forgotten empires...) sounds as if it were recorded this past time around. I just hear a distinct vocal quality difference between that part and the rest of the song. He sounds like he's straining a bit there (...and then something crazy happens...) unlike the power and command he has with the earlier verses and the chorus.
On record, Chinatown is sung more properly. His voice is resonating more from the roof of his mouth and he's not using that false vibrato that comes with shaking your head as you sing. Live (ugh) it was all throat strains and lack of control. I think he had more power and control 12 years prior to the release of ADKOT and they caught some of it on tape, so they used it. Just my theory.

I think they were written then but the vocals were recorded at the same time as the rest.
The whole album was sung one line at a time and the vocals meticulously produced, that's probably why they chose that guy.

I read an interview with Billy Sheehan and he mentioned having heard Tatoo back in 00/01.

China Town certainly originated in the 2000 sessions, because I specifically remember that title being mentioned at that time, and not by one of the trolls (asscardinal/TimothyBullSchidt/ShermanTheDog/dman/etc.) who were spreading all the Tabula Rasa dragonshit.
Blood and Fire existed (instrumentally at least) way back in 1985, so it was probably going to be on 5150... or whatever that album would have been called with the proper singer on it. Judging by the lyrics, I'm guessing they are new, and if Dave wrote anything for that song back in 85, it would have been completely different.
As far as the recording though, of course it was all new. Otherwise they would have had Sobolewski bass tracks on it, and had to pay him. So this wasn't the Van Halen equivalent of "Tattoo You" where Dave just pulls some old songs out of the vault and records a new vocal over them. Obviously the arrangement of "She's the Woman" is different from the 1976 version, for example.

Now that is a different kind of truth.
I definitely think there are some vintage recycled wails and screams peppered throughout. Someone here once pointed out some exact spots where screams were seemingly lifted from. His assessments seemed pretty accurate. If you'd go to the lengths to do that, why not use a vocal track that was in the can and fully usable? Ultimately, it doesn't matter worth a poop. I wouldn't care either way.

Yeah, the old VHND printed a DLR update in 1999 that said he was planning to do another album, and that supposedly Ted Templeman was going to produce it. Chinatown was one of the song titles listed.

September 27, 1999 - David Lee Roth has just informed The Inside that he is very pleased to have Ted Templeman as the producer for his next CD.
Dave is keeping his current band and road crew for the next album and tour, both out in early 2000. John Lowery will return as the main songwriting collaborator, although Bart Walsh and Terry Kilgore may also contribute to songwriting. Walsh and Kilgore are expected to handle all guitar duties.
Twelve songs have been written so far. Working titles include Stomping Grounds, Use My Hand, I Won't Look and China Town. There will also be a surprise cover song on the new album, which is yet to be titled.
The DLR Band will head back into the studio one week after the current tour finishes (the last date is at the House of Blues in Las Vegas on October 2.)
