Given the size and complexity of running the most powerful country on Earth... the POTUS can't possibly head and lead every meeting, taskforce, department and whatever... it's called delegation of power. POTUS does hold frequent cabinet meetings and others to be briefed by the various leaders of all that crap and make decisions and provide guidance.
If you are of the thought that President Trump is managing all of this global pandemic while running a huge country all by himself... you really need to step back and understand the complexity of the job...

The Queen is the head of state and has no responsibility. You have a presidential system whereby you have an elected head of state who is also head of the executive. It's part of the problem here to be honest, many western democracies split the roles which means you can have someone less cunty as a head of state than the person doing the day to day running of things. We have a shit system too for different reasons.
