You're being an "ASS" in assumption. He wasn't using it for live round target practice and was supposed to point and fire into the camera. I don't really wanna defend Baldwin but checking the revolver isn't hsi job it all is supposed to be tightly controlled by the armorer and the directorial staff. And a lot of them seemed to have had bad reputations as far as safety goes...

The gun that was handed to Alec Baldwin and declared “cold” had been used previously with live rounds for recreational target practice. It still had live ammunition in it when it was brought to the set. The gun was never cleared. That’s why it had a live round in it. Real guns are often used on movie sets. They are loaded with blanks or used empty. There shouldn’t be live ammunition on the set. A loaded gun ended up on the set because someone was shooting live rounds through it. Gee. I wonder why? They are filming in Butt Fucked New Mexico in the middle of nowhere. What do you do for entertainment? Movie sets are a lot of sitting around. You take a gun and shoot stuff. Hey, let’s use one of the pistols they are using for the movie. They return the gun without emptying it. Nobody bothers to check it. Everyone Assumes it’s unloaded and you have what happened.No!
