I don't think Dave ever thought he no longer needed VH. The breakup was messy. But what Dave was wrong about was that the brothers and Mike would find success without him.
They did. Even though it was pussified Van Hagar. It still sold.
I believe Dave had every intention to reform the band as early as say 1988.

Unfortunately VH found enough success with Clichegar, they didn't feel any urgency to reunite with Dave.
I wonder if Dave has ever regretted releasing that fucking CFTH EP? Because let's face it. The success of that EP was the death of VH as we knew it. The rest of the band (probably Ed and Al the most) was pissed it was so successful. And Dave got a huge fucking head from it and thought he didn't need VH anymore. The songs were all over the radio. The videos were all over MTV. Dave thought he would parlay that into a movie and the successes would automatically continue. Dave forgot about the important thing a lot of these bands seem to forget about. The magic and the chemistry.

However it goes both ways. Eddie and Al's increasing control over the band; drinking habits; Ed's changed musical direction; also swayed Dave to leave.
Also with Ted and Noel gone - arguably two of the biggest supporters for Dave - it was only a matter of time for Dave to leave as well. CVH was a sinking ship with no management to help get it out of trouble.
