It's a long story. He was hired to regain some goodwill by the short lived Pat Lafontaine (previously a multi-season hundred point scoring centerman who played for the Sabres as well as Islanders and Rangers) era who was briefly the team VP. Nolan was fired by the Sabres after being named Coach-of-the-Year in the mid-1990's prior to Lindy Ruff. Many felt his dismissal was unfair and due to a pissing contest with the then GM. Others say he was an arrogant tool that fucked his superstar's wife and squandered his career. IDK...
In any case, they wanted a coach who had credibility and could develop young talent, but wasn't TOO good of a coach so they could solidify high draft position. Nolan seems to have fit the bill for that and is seen as a bit of a fallguy. But the truth is that he's getting paid three years for working two and his coaching career had been DOA anyways.
