    Washington's "war on drugs" in Colombia is collapsing in chaos and corruption, and the drug producers are winning. The so-called Plan Colombia, which has cost the US more than $3bn (£1.6bn) in the past five years, is being abandoned, Secretary of State Condoleezza Rice has announced.

    Last year, the hugely expensive effort to poison coca bushes - whose leaves are the source of cocaine - by aerial spraying ended in failure. More bushes were flourishing in January this year than in January 2004.

    Meanwhile, complaints have multiplied about the damage done by the chemical poisons to the health of humans, especially children, as well as to livestock, fish and the environment.

    Plan Colombia was designed to eradicate narcotics, control powerful left-wing guerrillas and strengthen the position of the US military in South America. The scheme was eventually expected to cost $7.5bn.

    The government of Colombia, the world's principal source of cocaine, has sent out an emergency appeal to the Bush administration for an extra $130m to supplement the $600m it expects to receive in 2006 under Plan Colombia.

    The extra money, the Colombians insist, is needed for more aircraft to increase the government's capacity to spray poison on the jungle patches where coca bushes grow.

    They also want more helicopters to protect the spray planes and stop any more of them being shot down by growers and guerrillas.

    The appeal for emergency cash comes in the wake of the details quietly put out by the White House during the Easter holiday about last year's spraying dÈb,cle. On 1 January 2004 US satellite pictures showed that 281,323 acres in Colombia were under coca. The target was to reduce that area by half, so nearly 340,000 acres were sprayed with poison. But in vain.

    In January, the acreage of coca bushes had increased slightly to 281,694 acres. Consequently, as Congressman Bob Menendez, leader of the Democratic caucus in the US lower house and a critic of Plan Colombia, remarked last week, the international price of cocaine has stubbornly refused to rise - as it would have if the anti-drugs effort had dented its availability worldwide.

    Corruption in Colombian government service is said by the Home Office in London to cost $4bn a year.

    Drug profits have also corrupted US troops stationed in Colombia. This month a US Green Beret lieutenant-colonel and a sergeant were caught selling 32,900 rounds of ammunition to the right-wing death squads who are flush with drug profits.

    In March, five US soldiers - supposedly training local troops in anti-guerrilla and anti-narcotics techniques - were arrested after 16 kilos of cocaine were found in the aircraft taking them from a military base in southern Colombia back to the US.

    With cocaine having almost a 99.9% profit margine, the US can sieze and destroy 90% of the coke and the drug cartels still make money. All the war on drugs has done was waste lots of our money.

    Hey, if we really want to wage a war on drugs in the US, lets kill all the drug dealers and users like they do in Singapore. Funny, people seem to be able to kick the drug habit when rehab is getting a lethal injection.

      Legalize all drugs and treat them like alcohol and tobacco. Simple, effective and the government earns taxes instead of wastes money to make more and more enemies worldwide!

        I'm a big supporter of legalized drugs. It pulls the rug from underneath organized crime and terrorists supporting themselves with illegal drugs and I don't think the number of junkies will grow much more than what we have now.

        It will never happen as long as crooked politicians and police authorities get paid from drug money or the money used to fight drugs. Naw, too many people directly or indirectly make money from illegal drugs to legalize them.

            The United States Government complains about how billions each year are going into the pockets of the drug lords (with some getting siphoned off theoretically to terrorists) yet they FAIL to mention the FACT that if the Federal Government legalized drugs, it would prevent the cartels from making all that kash.

            Why in the fuck are drugs so expensive? They are illegal.

            Legalize the drugs, the price will drop to the ground, the government will no longer be able to claim that drug money funds terrorism.

            HOWEVER, Since the US Government will NOT legalize drugs, this means they WANT to FUND TERRORISM!!!

                Yeah, Iran Contra proves even Republicans will sell illegal drugs to fund secret opperations. Like I said, illegal drugs are easy money and many people don't want to ruin it.

                  Drugs don´t even have to be cheap. See alcohol, dead cheap to produce but taxed to be expensive, tobacco too. I wouldn´t even want them to be too cheap because there will alway be enough idiots who áren´t capable of moderation and that would fuel the anti-drug lobby.

                  Tax drugs, control who and how they´re distributed and everybody could be happy!

                        It makes total sense. Let's assume that marijuana was legalized, and regulated in the same way that alcohol and tobacco are. Rather than wasting billions of dollars every year fighting a hypocritical phony "drug war", the government would be taking in an enormous amount of revenue which, for now, is untapped (Unless you know dealers who volunteer their taxes)

                        Prohibition has always created more problems than it has solved. Eventually, all drugs should be legalized, and addiction treated as a health problem rather than a criminal problem. Legalizing marijuana would be a great way to test the system since it's less harmful than the drugs that are already legal.

                            That is the problem. Law Enforcement agencies get much of their funding (Read: CASH) due to the "Drug War".

                            Same for our Prison System.

                            And all the agencies that provide services for them.

                            And the construction companies that build prisons.

                            Etc.

                            Then there is the Judicial System, which reaps huge benefits. When someone is busted for drugs, they must hire a lawyer. Then they must pay court costs and any fines. And of course when they get sent to an overcrowded prison, it increases the need for construction contracts to build new ones.

                            And let us not forget all the money derived from confiscating property of "drug dealers".

                            Fucking bastards.

                            It would be nice if we could run a campaign in 2008 called "DEFEAT THE INCUMBENTS".

                            Remove EVERYONE who is currently an ELECTED official.

                            Of course there is a large part of our government on all levels that is not elected, but appointed by those who ARE elected.

                            But getting rid of ALL CURRENT ELECTED OFFICIALS would be a nice way to try to wipe the slate clean.

                            Remove all those fat, lazy bastards who have been in office for 30 years, and cannot dream of trying to improve our country, due to the fact that they are receiving payoffs, bribes and kickbacks from Corporate America and other special interest groups.

                            At least remove the current administration, who have demonstrated time and time again they are nothing but a bunch of corrupt, lying, theiving freeloading MURDERERS.
