debunking the iraq/secular/fundamentalist myth

as we've seen on the board people have been proclaiming that no fundamentalists groups would work with iraq because it is secular. the only problem with this statement (other then the fact that saddam did work with fundamentalist terrorist groups) would be the fact that in the entire middle east there is only one fundamentalist regime yet there are tons of fundamentalist groups. groups like hamas and hezbullah, both of which are fundamentalist, work with and operate openly in secular syria. then you also have groups like palestian islamic jihad which operates in conjugation with the secular palestinian authority. and the list goes on and on everywhere from secular lybia to iraq all these fundamentalist groups who"don't work with secular governments" seem to be operating quite well throughout a region where only one fundamentalist government exist. so how can it be that if fundamentalist groups who don't work with secular governments then how do so many operate with and operate freely in countries where the govenment is secular?
