Yes. At eighteen, all men must register with "Selective Service" or they cannot qualify for financial aid, gov't benefits, etc. -

BTW, the actual draft started under two Democrats too. FDR started the draft in 1940 in the build up for WWII which was inevitable at that point. And Truman restarted (it ended after WWII) the Draft after U.S. got initially their asses kicked in Korea.Comment

Actually it was was originally called Operation Iraqi Liberation, but the name was changed because the acronym was a little too revealing.....
