    A new license for illegal immigrants

    If it's wrong for illegal immigrants to have drivers' licenses, why should the state provide them with health care? That's the conundrum that Gov. Arnold Schwarzenegger will have to address as, after vetoing bills to allow illegal immigrants to obtain drivers' licenses, he pushes his plan to provide health care to all Californians, including illegal immigrants.

    First, let me stipulate that Schwarzenegger deserves praise for attempting to tackle the thorny and thankless task of trying to provide health care for the 4.8 million Californians who lack health care at any given time. (You've seen the number 6.5 million, but that's for people who, according to the state, have lacked coverage "at some point" last year.) Also, Schwarzenegger is right to mandate that all Californians obtain health coverage.

Schwarzenegger deserves credit for increasing the Medi-Cal reimbursement to doctors and hospitals. For too long, Washington and Sacramento have dished out medical benefits without paying for them.

    But Schwarzenegger was wrong when he said this about health coverage for illegal immigrants: "I don't think there is a question or debate that they ought to be covered." That argument was based on the fact that federal law already requires that hospitals provide emergency care for those who need it.

    No one who needs emergency care can be turned away. So, Schwarzenegger extrapolated, providing nonemergency care is "realistic" and "not being in denial." "Realistic," according to the governor's office means that nearly 1 million undocumented workers will gain coverage if the package passes -- 40,000 through their (illegal) jobs, 160,000 by purchasing individual coverage, and the remaining 750,000 would have their coverage paid for by the state. (Read: Your tax dollars.)

    And those numbers do not take into account the attraction of guaranteeing health care to all residents -- which, if you believe immigrants make smart economic decisions -- is bound to lead to a surge in the number of illegal immigrants who come to California. More undocumented workers will send for their families to join them, and others will decide that free health care provides an added incentive to break the law.

    Joel Fox, president of the Small Business Action Committee, warned of "unintended consequences" of the package. Will the package work as a magnet? Yes, he answered. And: "It doesn't necessarily mean we're talking about people from Mexico. It could be people from Nevada, too."

    So when you hear Schwarzenegger boast that his package will "create a model that the rest of the nation can follow" -- reach for your wallet. Various lobbies already are fighting over who pays for the plan. Schwarzenegger wants businesses that employ more than 10 workers to provide health coverage or pay 4 percent of payroll into an "in-lieu" fund that will bankroll health care for their workers. Schwarzenegger also wants to tax hospitals -- 4 percent of gross revenues -- and doctors -- 2 percent of revenues. Team Arnold argues that because Medi-Cal payments will increase, health-care providers can absorb the new tax.

    The rub: This is, as California Medical Association President Anmol S. Mahal put it, "a tax on those who are sick." The CMA also fears an exodus of employers from private benefit packages to the in-lieu pool-- as the 4 percent fee just might save them money.

    I fear that even at 4 percent, more employers will decide to hire off the books -- which means illegal workers will continue to use the emergency room and hospitals will continue to pass costs onto those who pay for their health care. That's why part of the package should be funded by a sales tax -- instead of a jobs tax and a health-care tax -- because that is one tax illegal immigrants pay.

    Better yet, don't provide health care -- other than emergency and clinic care -- to illegal immigrants. Because the unintended consequences could cost billions, and the state already is running in the red.

    Gov. Muscle Head did not want illegal aliens to have drivers licenses, so why should they get free medical care. Sounds like Conan the Terminator is going to strongarm legal taxpaying citizens like the rest of the Elites do. You gotta love it when our Government bends over backwards for those whom are break our laws.

      this completely ignores the other side of the argument:

      hospitals and ERs currently do not turn away anybody in extremis. legal or not. but hopitals and ERs cost a good deal of money.

      preventative care is actually cheaper in the long run than waiting until the problem has grown acute enough to warrant an ER visit.


      the economic argument says that if people (illegal immigrants) are going to costing taxpayers money in any event (by using ERs), why not provide a little more preventative care to try and lower the longterm cost to the taxpayer?


      now, if you want to deport illegal immigrants, than deport them. but if they're here anyways, it's probably worth weighing all of the costs.

          The Govinator said that he has no choice because federal mandate says that nobody can be denied healthcare.

          This whole illegal immigration thing is a damn mess. We've let it so long that by deporting illegals we will shut down complete industries that use them to prepare food, pick food, clean hotel rooms. Hell, maybe an illegal guy named Juan cleans the fucking White House for all I know.

          Of course if we give these people amnesty and make them citizens, it only encourges more law breaking and once an illegal allien becomes a US citizen then they can sue their employer for not paying the minimum wage so any cost advantage of hiring these illegal slaves diminishes.

          There is no good sollution other than putting our own children in the fields to pick the onions, clean our own dam house and do our own yardwork like we used to.

                Again ,these arguments become "either/or". Either deport them or accept everyone.

                I say we continue to accept anyone, that is a human deal you can't ignore, but deport the shit out of all illegals. Obviously, some will slip through the cracks, their status will change etc...so you need to care for whomever comes trhough the door.

                The healthcare question SHOULD be just another log on the fire for why border security and deportations need to happen.

                Nobody needs to choose between being a decent human and what's right for the country. Those who would have you believe you are a racist for wanting a secure border would have you believe that though.

                      Actually, because the undocumented immigrant population is relatively young and fit (you have to be to do menial labor, duh!), they use comparatively little health care. But don't let facts get in the way of a good, full of shit, spam op-ed.

                        Um, border "deportations" ARE happening. Do I really need to explain this to you?

                        And this thread is hardly about a "secure border." It's about a latent racist double standard that some Republicans have, like: Let's cry for the W-H-I-T-E fetuses aborted, but "let's let the little brown bastards' babies die," because mom and dad are here "illegally" (because companies willingly and knowingly offer them work.)

                            I'm pretty fucking sure you checked their green cards/birth certificates, right asswipe? I mean, it's not like LA is mostly Mexican-American anyways, for like the last 100 years or so, but of course, all Hispanics are "illegal," right...

                            And I've know a "Texicano" American of Mexican descent that was jumped and beaten up by racist fuckbags because he looks Mexican, and speaks with a slight accent, even though he was born on the north side of the Rio Grande, like his ancestors were. And I've also seen people assume that "documented" workers with green cards were "illegals"...

                              Didn't have to check. We were right next to the nurses station and I heard the term "undocumented" at least a dozen times an hour as the nurses did new admit paperwork (I was there for 7 hours).

                              So, have you spent any time in an emergency room in Southern CA? Or are you just repeating something Al Franken said? Before you try to be an authority on the subject, try experiencing it first hand.
