    When politicians, agency officials and other establishment types discuss the pros and cons of Wal-Mart opening stores in poor, retail-starved neighborhoods in the District, they often talk about pretty high-minded stuff. Fair pay. Job training. Environmental safeguards.


    "There'll probably be a lot of shoplifting going on. They'll need a lot of security," Terriea Sutton, 35, said.

    Brenda Speaks, a Ward 4 ANC commissioner, actually urged blocking construction of the planned store in her ward at Georgia and Missouri avenues NW partly because of that risk. Addressing a small, anti-Wal-Mart rally at City Hall on Monday, Speaks said young people would get criminal records when they couldn't resist the temptation to steal.

              All these Constitutional Scholars who know everything about the Constitution except........

              Article. V

              The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments,
              which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.
              So it would seem the Founder Fathers already had in mind that the Constitution could be and should be amended. A living and breathing document and not the final word......

                I don't think any of them have READ the Constitution. Except for maybe the 2nd amendment. And most of them even get that wrong.

                  Should Racism Be Called a Mental Illness?
                  Should Extreme Racism Be Considered a Mental Illness?

                  When Buford O. Furrow Jr. turned himself in after shooting up a Jewish community center in Los Angeles two years ago, he explained his actions as a "wake-up call to America to kill Jews."

                  Furrow was a member of a white supremacist group and an avowed racist. But he had also had mental problems: a year earlier, he had tried to commit himself to a psychiatric hospital, saying he wanted to shoot people and kill himself.

                  Furrow's case — and other recent incidents of "extreme racism" — have reopened debate about whether racism should be considered a mental illness.

                  Advocates say psychological treatment could prevent some people from committing violent acts. But opponents say it would open the way for violent racists to plead insanity to avoid punishment for their crimes.

                  Official Classification

                  The American Psychiatric Association (APA) does not list racism in its Diagnostic and Statistical Manual of Mental Disorders (DSM), the bible of psychiatrists worldwide. Most psychiatrists believe that racism is a cultural and social problem, not a matter of individual pathology.

                  Harvard University psychiatrist Alvin Poussaint thinks that's a mistake.

                  "Extreme racism is treatable, and sometimes even lesser forms of racism are treatable because they have psychodynamics to them," he told Nightline. "They don't exist as a social problem, they … exist as psychological problems inside the individual."

                  Poussaint, who is black, believes that racism — like other human behaviors — exists on a continuum, and that racism's extreme forms, in which a person has racist delusions that can lead to violence, should be considered a serious mental illness and be listed in the DSM.

                  The association's officials disagree:

                  "Brutal, violent hate crimes are usually committed by mean, not sick, individuals and groups. We must not provide the convenient excuse of mental illness for those who are not genuinely ill," APA President Daniel Borenstein wrote in the association's newsletter last September.

                  Borenstein also wrote that an APA work group had considered including racism in the DSM, but declined because there was not sufficient scientific research on the issue to meet the manual's strict criteria. He said that some racists might have psychological illnesses which are in the DSM, but that racism is too broad a phenomenon to label as a single mental illness.

                  Poussaint and other critics of the APA's position say that Borenstein and the APA have shown no willingness to devote funding to research on racism.

                  A Legal Defense?

                  The federal prosecutor in Furrow's case, Michael Gennaco, doubts that classifying racism as a mental disorder would allow racist defendants to escape punishment.

                  "I think that the federal definition of insanity would not include extreme racism as a defense because in order to be insane under the federal system, you have to not be able to know the difference between right and wrong," says Gennaco, who has handled hate crime cases for 15 years in more than 20 states. "The impact would be rather slight with regard to the cases in which I have been involved in."

                  Furrow, who wounded five people at the Jewish center and killed a Filipino-American a few miles away, pleaded guilty in the case and faced the death penalty. Gennaco declined to seek the death penalty, because of his history of mental illness.

                      Which brings up the whole "we want to go back to a time when America was great" the pining for a simpler better time.

                      Which era.....

                      The Civil War years.....where more Americans died than in any other war. Where we completely ruined an occupied South where we raped and pillaged our fellow Americans.

                      The Industrial Revolution years....where Americans worked 12 to 14 hours a day, with no work place safety and zero worker rights.

                      The Depression years?

                      The Word War II years.....where we detained people without a trial, indefinitely ...in direct violation of our Constitution. Allowed Hitler to gain power and nuked tons of innocent people.

                      The Cold War years and the Commie scare? Where in a Nazi/Russian type fervor, good honest American's like Joseph McCarthy, J. Edgar and the boys could make unfounded accusations and ruin people without even a trial but ruin your life and livelihood by accusations alone?

                      The glory years of segregation, race riots and Kent State where our government, in direct violation of the Constitution, killed innocent White People.

                      The oil embargo years...Where Disco reined supreme, gas went through the roof, and America was humiliated when the Puppet Sates we propped up were overturned and Americans were held hostage.

                      The Reagan years....when we were in a recession and interest rates were double digits and the average living standard for Americans was declining.

                      The dot com era.....Nah, a philandering, liberal commie bastard was President...can't be that.

                      The fear era....where a single Act,The Patriot Act, destroyed our beloved Constitution and Bill of Rights. Where an American government spied on it's own citizens..started 2 unfounded wars and led us to economic ruin.

                      Today.....Nah, because it's The White House not the Black House.

                          Yeah....it seems in this country there's no middle ground.

                          We're either completely racist or so hypersensitive and Politically Correct that if you ask for a chocolate milkshake there's racial undercurrents.

                          Which is sad and the media does nothing but try to inflame racial tensions.....did any of the news media outlets even report on the fact that our society is more racially integrated than at any time in our history?
