Nope, it's just tuned to Drop-D and he's bending.....
Like the vast majority of AIC songs....it's tuned down a 1/2 step to E flat....
1/2 step bend on the low E string 1st fret...then released

I know Mike Inez tuned his low string down...Jerry demonstrates the tune on the new GUITAR WOLRD cd rom....& he's only tuned down a 1/2 step...and says that a bend at the 1st fret on a bass is a bitch...so Mike is in drop D down a half step...thus the 3rd fret bend...maybe Jerry did the Drop D down a half step live....???
Interesting, haven't seen GW yet......a lot of their songs are in Drop-D (C#...lol). I learned it for fun the day the YouTube came out...had to.
But even on the studio track during the "Tears that fill my bones" part, totally sounds like the guitar is drop-tuned as well as the bass.
Surprising he'd play the main riff tuned to Eb; you could pull both parts off with a D-tuna, but they don't work on Kahlers, which is what's on his G&Ls (with Floyd Rose nuts on his new sig model, btw)...curious!
It is a lot easier to play in dropped D, especially if you were singing and playing simultaneously live, one imagines (one-finger barre chords, anyone? )..seems like it would make sense.
And definitely looks from Jerry's hand position in that video like that's what they've done...who knew?
Ironically, I saw a similar debate was going on a YouTube cover of it some dude did...not terrible, and that guy's playing it in standard-Eb, but there are comments like "Are you sure it's not in Drop-D"?

I have a d tuna on my Frankie and I love it. simple and brilliant.
I have one on my Wolfgang & one on my "Bumblestein" guitar....use it all the time....
I'm tempted to put one on one of my non-recessed Floyds, they're cool!
Yup....once you learn to set it up correctly....VIOLA!!!
Another fun factoid: Adam from Floydupgrades.com (the guy I get my Brass and Titanium Big Blocks from) is the dude that developed that with EVH. He pretty much knows all things Floyd!
