But the point about Scotland v Croatia in qualifying is interesting for another reason - as an always-lower seeded team in qualifying, Scotland always have a tough group for the World Cup campaign. England are always (in my view) seeded way too high, they get an easier qualifying campaign / weaker opposition, hence optimism grows in the country about their prospects in the finals etc., but in reality they haven't really had any real challenging games on the way there - because they are 'top seeds' in their group and therefore get always weaker opposition.
It's just like Celtic in the Champions League - permanently handicapped by playing the 'qualifying' (i.e., the SPL) against poor opposition.
