On my part I have a lot of favorites...practicing this art myself, it is hard to single out only one drummer....
here is a few to start
1. Danny Carey (TooL) Versatility and oddness
2. Neil Peart ( Rush) Technique
3. Matt Cameron (SoundGarden) new approach (back then of course..)
4. Vinnie Paul (Pantera) Attack
5 Stewart Copeland (Police) fluidity
6 Phil Collins (Genesis) syncopated off-beats
7 Mike Portnoy (Dream Theater) precision
But I think the top 1 would be Nicko McBrain (Iron Maiden) for his overall mix of every styles and Powerful journey he would take you on....
But Don't get me wrong.... Moon, Bruford and Bonzo were all excellent drummers...but they were pionneers and to my point of view they got outperformed....
Just like younger athletes.... will always break new records.....

He must be the authority. He's got Rythym in his name. The only thing that let him down as that he thinks Phil Collins was a good drummer.

Ya I know that this Phil Collins Stuff might shock a lot of people,
especially if you picture the candy-ass old goof.... selling out for every dentist waiting rooms across the world.... But back when he was a drummer (hard to believe, but ) he used to be mastering his art.....
If you refer to songs like cinema show, in the cage (medley)
supper's ready, and many more....
but he too.... got outperformed... but when i started playing he was one difficult influence to imulate....
i think one of the most underated drummers was mitch mitchell (jimi hendrix drummer ) of course he was overshadowed by hendrix ,but listen to his playing on .fire .... foxy lady and voodo chile , his drum fills flowed well with hendrix songs and he never overplayed . i think some drummer out there over play a song . alex van halen is underated overshadowed by eddie . his drum sound i love especially on vh 2.,and cant for get the legendary jazz drummer ,gene krupa ,louie belleson and buddy rich .
