It's hick. Hank the III is a one-trick doochenozzle. All of his songs are about alcoholism. Then again, if one can stand Roth's voice listening to Hanky here would not be all that difficult.

He appears quite a bit in this brilliant documentary about Hank Williams (the original), from the BBC - sad to say they no longer make them this good. BBC Arena: The Real Hank Williams (2010):
I like Hank III starting with record number 3 - Straight to Hell. I like the satanic overtones in his music especially on that record. Some of it is pretty creepy. His country hellbilly sound is what i dig. I don't care much for his metal oriented sound nor his experimental stuff like Cattle Call. The latter was a metal record with the only vocals being that of auctioneers bidding. That gets old in a hurry. He puts on a hell of a concert as well.
