          About Us

          The Internet Crime Complaint Center (<ABBR title="Internet Crime Complaint Center">IC3</ABBR>) was established as a partnership between the Federal Bureau of Investigation (<ACRONYM title="Federal Bureau of Investigation">FBI</ACRONYM>) and the National White Collar Crime Center (<ABBR title="National White Collar Crime Center">NW3C</ABBR>) to serve as a means to receive Internet related criminal complaints and to further research, develop, and refer the criminal complaints to federal, state, local, or international law enforcement and/or regulatory agencies for any investigation they deem to be appropriate. The IC3 was intended, and continues to emphasize, serving the broader law enforcement community to include federal, as well as state, local, and international agencies, which are combating Internet crime and, in many cases, participating in Cyber Crime Task Forces.
          Since its inception, the IC3 has received complaints crossing the spectrum of cyber crime matters, to include online fraud in its many forms including Intellectual Property Rights (<ACRONYM title="Intellectual Property Rights">IPR</ACRONYM>) matters, Computer Intrusions (hacking), Economic Espionage (Theft of Trade Secrets), Online Extortion, International Money Laundering, Identity Theft, and a growing list of Internet facilitated crimes.

          Reporting Computer, Internet-Related, or Intellectual Property Crime


          Internet-related crime, like any other crime, should be reported to appropriate law enforcement investigative authorities at the local, state, federal, or international levels, depending on the scope of the crime. Citizens who are aware of federal crimes should report them to local offices of federal law enforcement.
          Reporting Computer Hacking, Fraud and Other Internet-Related Crime

          The primary federal law enforcement agencies that investigate domestic crime on the Internet include: the Federal Bureau of Investigation (FBI), the United States Secret Service, the United States Immigration and Customs Enforcement (ICE) , the United States Postal Inspection Service, and the Bureau of Alcohol, Tobacco and Firearms (ATF) . Each of these agencies has offices conveniently located in every state to which crimes may be reported. Contact information regarding these local offices may be found in local telephone directories. In general, federal crime may be reported to the local office of an appropriate law enforcement agency by a telephone call and by requesting the "Duty Complaint Agent."
          Each law enforcement agency also has a headquarters (HQ) in Washington, D.C., which has agents who specialize in particular areas. For example, the FBI and the U.S. Secret Service both have headquarters-based specialists in computer intrusion (i.e., computer hacker) cases.

          If you access the site through a military or government portal, a report should be submitted

          US-CERT is charged with providing response support and defense against cyber attacks for the Federal Civil Executive Branch (.gov) and information sharing and collaboration with state and local government, industry and international partners.
          US-CERT interacts with federal agencies, industry, the research community, state and local governments, and others to disseminate reasoned and actionable cyber security information to the public.

          Information is available from the US-CERT web site, mailing lists, and RSS channels. US-CERT also provides a way for citizens, businesses, and other institutions to communicate and coordinate directly with the United States government about cyber security.


          I am sure you know this, but for those that do not. Make one report include all information you have surrounding the incident. If you are not sure if the information is related, include it and let the investigators decide. Some of the smallest or most insignificant information to you might be an important clue linking your crime or other crimes together or to the perpetrator.

          Take the time to compile a detailed complaint. It is better to have too much information that too little. Some complaints are 1000's of pages long. You will not create a complaint that is too long.

          Keep a copy of the file yourself. If possible make a hard copy of related data, make an electronic copy you can keep separate from you computer( stick drive, or CD). Keep the information in a safe location. Update the storage media when necessary. Keep the file until the case is closed( solved). Often times criminal activity is from one perpetrator, even when years has past.

          At the very least file an incident report stating you have encountered an incident.

                The CBS news program 60 Minutes said it had learned that the 2007 blackout in Espirito Santo State, which affected over three million people, and a smaller incident in Rio de Janeiro in 2005, were perpetrated by hackers.

                The program, to be aired on Sunday, included the revelations as part of an investigation into the threat of cyber attacks on the United States.

                Former Chief of US National Intelligence Mike McConnell told the 60 Minutes that he thought a similar attack is poised to take place on US soil.
