    Straw admits Pakistan schools terror link

    SOME religious schools in Pakistan are acting as breeding grounds for Islamic militants, Foreign Secretary Jack Straw warned yesterday.

    After The Scotsman revealed that authorities in Pakistan suspect that at least one of the London bombers, Shehzad Tanweer, may have been recruited during studies at a school run by the terrorist group Lashkar-e-Taiba (LeT), Mr Straw said the British and Pakistani governments were working together to tackle the problem.


    He acknowledged concerns that some of Pakistan's thousands of religious schools - known as madrassas - could be breeding grounds for Islamic militants.

    "Yes, we are concerned about what goes on in some, though not all, of the madrassas in Pakistan but so, too, is President [Pervez] Musharraf," he said.

    General Musharraf, the Pakistani president, has called on provincial authorities to monitor clerics closely to ensure that they do not use mosques to stoke sectarian violence.

    Some intelligence analysts now believe that LeT is emerging as a network which can rival al-Qaeda in size and effectiveness. Its leader, Hafiz Saeed, has publicly stated that he believes suicide bombing to be the best form of holy war.

    It was reported in Pakistan yesterday that intelligence agencies believed at least two of the British bombers had recently returned from Pakistan and that they may have attended training camps with links to al-Qaeda. The reports said that MI6, MI5 and British diplomats had been in contact with Pakistani authorities in an attempt to establish the nature of the terrorist connections.

    Meanwhile, it emerged that Australian security services believe that terrorists trained by LeT had been plotting to target their cities with similar attacks to the ones seen in London.

    Australian anti-terrorist officers carried out raids at four homes in Melbourne last month after a ten-month long investigation by the Australian Secret Intelligence Organisation uncovered a plot to attack major landmarks including the Sydney Opera House.

    Two men who allegedly trained with LeT in Pakistan are currently awaiting trial in Australia. Prosecutors say architect Faheem Khalid Lodhi, 34, returned from an LeT camp planning to mount a terrorist attack in Sydney, a charge he denies. Bilal Khazal, 35, a former airline baggage handler, is accused of compiling a terrorist manual.

    Australian officials have expressed confidence that their policy of keeping homegrown Islamic radicals under constant surveillance will protect them from an attack.

    It has also emerged that three people from Coventry are awaiting trial in the UK on charges of conspiracy to provide funds and weapons to LeT.

    Mohammed Ajmal Khan, 30, Palvinder Singh, 29, and Frzana Khan, a 41-year-old woman, were arrested in March.

    And Indian police have been placed on alert amid intelligence reports that the group may attempt to strike at New Delhi's underground system. Police Commissioner Ranjit Narayan said extra officers had been brought in to frisk all passengers.

    It has also been reported in India that LeT was involved in a plot to mount terrorist operations in Western countries.

    The information has emerged from the interrogation of Jagtar Singh Hawara, leader of the Babbar Khalsa International group, who is said to have told police about plans to use a suicide bomber in the United States.

                            Suicide bombers flew to Pakistan together
                            By Peter Foster and Nasir Malick in Lahore
                            (Filed: 19/07/2005)

                            Two of the London Tube bombers travelled together to Pakistan five months before their suicide attacks, immigration officials in Pakistan confirmed yesterday.



                            The Daily Telegraph has learned that Pakistani investigators now believe that, contrary to initial reports, 22-year-old Shehzad Tanweer visited Pakistan five times in the last four years, staying for a total of seven months.

                            Photographic records prove that Mohammad Sidique Khan, 30, the man thought to have helped groom the other bombers, arrived in Karachi late last year with Tanweer, the Liverpool Street bomber.

                            The pair were photographed shortly after 2pm on Nov 19, 2004 as they cleared passport control at Karachi after arriving on a Turkish Airlines flight via Istanbul.

                            Pakistani investigators are now trying to piece together their movements during the three months before they returned to Britain from Karachi on Feb 8, 2005.



                            A third bomber, Hasib Hussain, 18, the youngest of the three ethnic Pakistani Britons, arrived separately in Karachi on July 15, 2004, but returned to Britain via a different route, as yet unknown. Khan and Tanweer were picked up in a car containing "four bearded men", according to information received by a Karachi evening newspaper, The Daily News.

                            Police have since visited a hotel in Karachi's central Saddar area where the two were understood to have stayed for a week before travelling to Lahore by train.

                            Local sources say the hotel did not keep a database of telephone records that might have assisted police in tracing the pair's contacts in Karachi.

                            Once in Lahore, sources say, Tanweer visited several madrassas, or strict Islamic schools, but never registered formally for tuition.

                            It is thought that the Jamia Manzoorul Islamia, a madrassa that has been linked with the banned terrorist group Jaish-e-Mohammed, may have been among them.

                            Tanweer then moved on to Faisalabad, where his maternal family originates. It is not known whether Khan accompanied him.

                            Osama Nazir, a member of Jaish-e-Mohammed, has claimed that he met Tanweer at a madrassa in Faisalabad "a few days" before Nazir was arrested. He was held late last December in connection with the bombing of a church in Islamabad in 2002, which would place Tanweer in Faisalabad in early December.

                            This week, Pakistani police detained six people who appeared on telephone records obtained by British police, though the arrests have not provided a breakthrough.

                            "All are cleared now," said a senior official. "The calls were for business purposes and they were not linked in any way to the attacks."

                            More significantly perhaps, intelligence sources say they have arrested five militants, including Qari Usman, allegedly an expert Jaish-e-Mohammad bomb-maker who is suspected of having been involved in a plot to kill the Pakistan president, Gen Pervaiz Musharraf, in 2003.

                            Two of the arrested men are understood to be connected to the Jamia Fateh-ur-Rahim, the madrassa where Nazir says he met Tanweer.

                            British and Pakistani investigators will want to discover what part Khan and Tanweer's visit to Pakistan - and their meeting with Nazir and his associates - played in the attack on London.

                            The Daily Telegraph has learned, however, that Pakistan intelligence is also investigating a link between Tanweer and a man called Sher Ali, who is described as a recruiting officer for Jaish-e-Mohammad.

                            The source added that Tanweer was believed to have had contact with Ali, who is an associate of Nazir and Amjad Farooqi - another militant, now dead, who was also wanted in connection with the 2003 assassination attempt on Gen Musharraf.

                            The fact that Tanweer was accompanied by Khan - who has since been linked to a British suicide bomber in Tel Aviv in 2003 and, by MI5, to a failed al-Qa'eda lorry bomb plot in London last year - will lead investigators to suspect that the visit was integral to the planning and execution of the London bombings.

                            The first of Tanweer's five visits to Pakistan is said to have been in as an 18-year-old in 2001. Accompanied by his father, Mumtaz, he enrolled as a volunteer with Tableeghi Jamaat, a pacifist Muslim organisation based in Raiwind, south of Lahore.

                            Its volunteers are asked to give their time free to proselytise peacefully in the name of Islam.

                            Sources said that Tanweer worked in Abbottabad in 2001 and then returned in 2002 to volunteer again, for 40 days, this time working in the North West Frontier Province.

                            It is during this period that Pakistan intelligence sources believe that he might first have come into contact with Sher Ali and taken his first steps towards extremism.

                            Gen Musharraf denounced the bombs as "un-Islamic" yesterday and accused groups such as Jaish-e-Mohammed of forcing their ideology on others.

                            "Launching bomb attacks in London in the name of Islam is not Islam," he said.

                            He also said some Islamic schools in Pakistan were involved in terrorism and pledged to reform them.
