I all reality, would it have been better with Kerry as president? FEMA would still be a huge bumbling buerocracy and Katrina would still be a huge storm.
Maybe the big difference between Camille in 1969 and Katrina is in 1969 people were more proactive at the local level. People were less likely to sit around and ask what the govt. was going to do for them.
One huge failure of Katrina was the welfare state. Welfare sucks the drive out of people and it conditions them to be lazy and subject to the govt. that controls them.

If you read the history of the D-Day Invasion, everything that day was a SNAFU. Nobody was where they were suppossed to be and nothing worked as planned. What kept the Germans from pushing us back into the sea was at the platoon level individual soldiers were taking a leadership role and improvising. Everything Eisenhowers staff planned failed in reality. It was the individuals in the muck that turned a huge fuckup into a victory.
