You use the qualifier "not really". That says you do not fully commit to the statement It is not public behavior. In fact, it is public behavior.
Let me give an example...
Let us say you were stalking me, (right or wrong for what ever reason and not saying that you are stalking me. Let us pretend.)
Let us say you were stalking me, and you followed me to the Wailing Wall, I left a note to God. You are right behind me and see where I left it. You pull the note and read it "to know me better" When I left that note in a public pray place. It is a public prayer and very well might be read by someone that knows me such as a stalker or someone by happenstance. Either way there is possibility that out of the hundreds of prayers, mine might be read. Perhaps even by the person/s that dispose of the bits of paper. Generally, I am not a known person, so my public prayer would not be of interest, so it would not gather garner. However, by happenstance or fervor my note might be read when I leave it in the prayer wall.

Now, let's go to my private prayer room at home. I write a concern of mine and place it in my prayer book. There I should have total probability of privacy, excluding any one else that prays in my prayer room. What goes on in my home should have an probability of privacy.

A confessional, generally, is not written. It is by the integrity of the person accepting the confessional (we will just say it is a priest, so I do not have to clarify the 100's of different situations of confession.) However, if the priest wrote about his... how did you put it? “Writing your opinions about someone” ... If the Priest wrote his opinions about a parishioner when writing... those confessionals could not be unheard. In addition, depending on if it was truthful (not just a manufactured publicity praising or bashing) the confessions heard would be part of the Priest perception of the person. With the confessional, one other person is there. Moreover, it is the priest integrity to hold the confession or not.

When something is written, it is a statement that becomes the property of the who it is written too. In the case of the letters to God, belong to God. In addition, by happenstance or destiny certain letters to God are revealed for the world, for a few or for one.

Let us say, one of the prayers on the wall was

"Dear Lord, have mercy on me. I have lost faith an am angry at humanity. I plan to take to a building and snipe as many as I can before I myself will be killed. Please guide the good away from my path. "

By chance, it fell out of the wall open and a person picked it up and happens to see the word snipe. The person knows the word snipe is bad and his attention is compelled to read the sentence with the word snipe. The person glances up and he can see the writer making his way through the crowd carrying a knapsack. Does this person place the prayer back into the wall and say "Amen. May God have mercy." or does he bring attention to the writer and prayer?

The person that wrote the prayer is not a public person, however his prayer is of importance to the public. At least God thought it important for the person that found the letter to see.

When fate claims or grants a person for noteworthiness, their actions become noteworthy. The injustice is not relevant. If indeed, it is unjust.

What on earth has a letter accidentally falling out and someone seeing a plot have to do with stealing a letter from a religious site? Are you suggesting we should all be looking for plots people have revealed in private? I doubt that God wanted Obama's and the pope's prayers to be published.

Why speak of the priests integrity? Why not everyone at that holy site maintain their integrity similarly?
