That's where the Russians were smarter than we are. The soviet system couldn't feed it's own people so to remedy that the soviet leaders set aside plots of land to grow gardens on for the people in the cities. Each weekend they would go out and take care of their gardens.
When the soviet union fell apart it was those gardens that kept people supplied with food. One Russian told me that's what kept the nation from falling into rioting. He said those gardens saved them. When you and your neighbors have to go out and work together to grow, harvest, and can food, it builds the community bonds as well.
Food stamps just make people dependent on a system that if it fails, they are stuck. A lot of the countries have welfare systems that are so good that the people on welfare are better off than if they actually worked in another country. The problem is the governments for the most part don't have the money to keep funding these expensive programs and when that runs out you have total immediate collapse and a lot of pissed off people. The biggest growth industry in the future is going to be agriculture. The world needs food and we can put these people on welfare to work. Why do we need to import Mexicans to do the labor when we have citizens that need those jobs here? The problem is the government enables dependency and laziness. I can think of all sorts of stuff we can have them do that would help the country like building roads and bridges. In China they will use people instead of equipment because that creates more jobs. We can do that trick as well and sometimes human labor does a better job than machines.
Are we going to do this? Probably not and when the system finally collapses what's happening in the middle east will be here as well.No! You can't have the keys to the wine cellar!Comment

This seems to be based upon the idea that Give a man a fish and you feed him for a day, but teach a man to fish and you feed him for a lifetime. That's terrific if you have a lake in your back yard, or in the case of growing food, a yard to begin with. But what do you do with an inner-city apartment dweller that has access to neither?
