Put it this way, do you feel like President Bush failed to protect the U.S. prior to 911? Keep in mind that the WTC was bombed before his administration. Was that a failure to protect? How about that asshole that bombed the federal building in Oklahoma? How about that asshole the tried to bomb the Pentagon?

President Bush IMHO, didn't realize the extent of external threats. US policy had been flaky during the Clinton administration in that there were mixed signals. President Clinton began a policy of US troops serving under NATO or UN command. We had no problem morally justifying Bosnia, but would not assist with human rights struggles in China. He should have listened to Madeline Albright and how she experienced fleeing from Nazis and Communists as a child in Czechoslovakia.

A dead US Navy SEAL is not the time for political points. It's the time to physically enter Libya and determine where the bad guys are and either kill them ( my choice) or put them on trial.
