Who said we don't need regular infrastructure upgrades? That should be a regular thing out of the paid-for DOT budget.

What we don't need, however, is another boondoggle stimulus to pay for these repairs/upgrades, particularly when we borrow from China for them.

the existing budget doesn't really have a lot of extra transportation funding just sitting around.

that said, debt SHOULD be used for infrastructure. businesses and families use debt for capital purchases. infrastructure that lasts decades can be responsibly paid off over decades.
