I absolutely disagree with him on stating this, however speculation is that he's using that tactic to let the bill die in Congress. In other words, about half of Congress wants to add to the ban, about half want to let it expire. If they can't agree, it'll expire all by itself.

That sounds about as bad as a Democrat overlooking the fact that Kerry voted for the war, and then they somehow came to the conclusion that he's an anti-war candidate.

I have no doubt it will make it through and pass though thanks to Bush's vocal support. The Republicans in congress will do whatever he says...and sadly so will most of the Democrats. Some choice this Kerry/Bush sham election is turning out to be.
