Well, there clearly was a racist element involved. Responding to an attack on Pearl Harbor was not racist, that was a legitimate declaration of war.
However, locking up American Citizens of Japanese ancestry - that was extremely racist, and wrong. Yes, FDR was the greatest President of the 20th century, but he fucked up that call, big time.
Also, if you look at war propaganda cartoons made in that era, while the Germans were portrayed as either evil or run of the mill idiots (usually both) the Japanese were portrayed in the same cartoons by using the most racist stereotypes imaginable.
