Your hatred of Trump must be causing you to be blind and hard of hearing. Not only is Billy laughing the caption clearly says laughing. That's how humor between two men works here. One guy says something funny, another guy laughs. If it's not funny but he's your boss you still laugh. Trump wasn't Billy's boss.
