From what I read, he never sexually harassed the guy(they had an "affair" or "relationship", but he did give this guy jobs that he was unqualified for, and this never should have happened....

The guy was blackmailing McGreevey for 3 million bucks or he would "OUT" McGreevey...this dude Cipel is typical scum....so since the first mention of sexual harassment for a politician can ruin your career(compounding with the "gay" factor) it's better to just opt out with "some" dignity and deflate any attempts from a blackmailer....
