Most hosting companies that I have dealt with, dont let you fuck
with the Apache Web server permissions on their server..
Maybe its different in your country ?

We dont own our own physical server, so I dont think Apache permissions is anything that can be blamed on our webbies,
perhaps the Hosting company we can!!

(assuming that is indeed the problem)
