Fair Warning is, and will probably remain, the greatest album Van Halen ever made. Beyond that, easily the best album of 1981 and somewhere in the Top 10 of the 80's overall.
A lot of people prefer the debut album, and it's certainly a great record. But it's the best of the club act. It's songs that had been played live, some of them for 3 years before recording them.
Fair Warning was the first album Van Halen had to write almost totally from scratch (the music for "Mean Street" being the sole exception). Creative tensions blew up within the band, but it was exactly those tensions that fueled the spirit of the record. That's a lesson that Eddie refused to learn, even though the tracks that Van HALEN recorded in 2000 supposedly reflected that same spirit.
