You know why.
They have to yet again try and reintroduce themselves to the CD buying public.
They wanted to tour this summer so they recorded 3 new songs and put them out on a best of CD so it wouldn't look like just a nostalgia tour. I would have preferred a new CD first but then they wouldn't have toured until 2005 and quite frankly these guys can't afford to waste anymore time.
As for the new best of...I think it's a mistake to release a 2 CD best of.
They should have released Best of Volume II with the 3 new Sammy songs and all the other Dave/Sammy songs that didn't make Vol I.

Dave's popularity isn't measured in Greatest Hits releases.
His music, stage presence and attitude is what makes us all

And you can't measure Dave's popularity because he's not popular. He couldn't even sell out the House Of Blues here in Los Angeles. His career is a joke.
